一、意思不同
(1)cut off指的是切掉,割掉,砍掉,剪掉。
例句:His company is Pparing to shut down in the event that their water supply is cut off
假如供水被切断,他所在的公司就准备关闭。
(2)cut out指的是剪切块;删除部份;切断;[电]断流器。
例句:He could also have cut out much of the repetition and thus saved many pages.
他原本也可以砍去许多重复的内容,从而缩减许多页。
二、使用场合不同
(1)cut off表示“剪下”时,着重指从某一物的一端切去或剪去一部分。另外,它还有“停止(供应)或中断(通话)”的意思。
例句:He cut off three metres of cloth from the roll.

(2)cut out表示“剪下”时,着重指从报纸、杂志、纸张等中选择一部分剪下。另外,它还可以表示:删去、(机器)停下、(人)停止(做某事或某种行为)
